Meet the developer giving California NIMBYs nightmares – Robert Khodadadian

Developing in L.A. can be a nightmare. But at least one developer is doing his best to give L.A.’s NIMBYs nightmares, too.

On Thursday, September 21st, The Real Deal is bringing our Forum event back to Los Angeles, and we’ll hear from top names in commercial and residential brokerage, investment, development and more — including SLH Investment’s Leo Pustilnikov.

Pustilnikov, who was profiled by TRD earlier this year, is one of the most aggressive developers pushing projects forward under builder’s remedy, a legal loophole that could allow California’s developers to bypass zoning boards and get projects with affordable housing across the finish line and save the state from its housing crisis. 

NIMBY opponents have fought back against Pustilnikov’s quest to bring more than 2,700 units to Redondo Beach – but he’s gained supporters, too. And his efforts aren’t confined to Redondo Beach. Just a few miles from our Forum, Pustilnikov is planning hundreds of units in development-averse Beverly Hills. 

These projects and more could signal a turning of the tides for YIMBYs in Los Angeles. But even as that hurdle is overcome, more challenges are mounting; rising rates make raising funds more difficult, new and different legal barriers are put up, other kinds of projects are killed, other asset classes see defaults. So even if we all agree that LA needs more housing, it’s still a tricky time to be in real estate
